For a predefined time frame, the needle hovers over fixed values, representing each significant stage of the progression.

This is just an elaborate sequence of spin animations. PowerPoint allows us to specify rotations with precision down to a single degree. The needle tremble is achieved by repeating a brief and insignificant animation multiple times over and over again. Enabling the “Auto-reverse” option is what gives the object an oscillation effect.
